Bring a large pot of salted water to a boil. Cook spaghetti until al dente, about 7-8 minutes. Reserve 1 cup of pasta water and drain. Set spaghetti aside.
While spaghetti is cooking, heat olive oil and butter in a large skillet over medium heat. When butter is melted, garlic, salt, black pepper, and red pepper flakes to the skillet. Cook until fragrant, about 1 minute.
Add lemon juice and lemon zest to the pan. Reduce heat to low.
Add cooked spaghetti and reserved pasta water. Toss until evenly coated with sauce. Top with grated parmesan and Italian parsley and serve.
